Paul K. Chung brings over 20 years of experience in business development, real estate investing, and logistics management to Predictive Solutions Engineering. Over the course of his career, he has built a reputation for identifying opportunities early, bringing the right people together, and seeing complex deals through from first conversation to close.
At PSE, Paul focuses on growing the firm’s partnerships and expanding its pipeline. He works closely with PSE’s leadership to identify teaming opportunities, build relationships with prime contractors and industry partners, and position the firm to deliver for its government and commercial clients. His approach is hands-on and relationship-driven: he believes lasting business is built on trust, follow-through, and a clear understanding of what each party needs to succeed.
Paul’s background in real estate investing spans residential, commercial, and investment properties across the Washington, D.C. metropolitan area. That work has given him deep experience in negotiation, due diligence, financial analysis, and risk assessment, skills he applies directly to evaluating opportunities and structuring agreements on PSE’s behalf.
His logistics management experience includes coordinating international trade and export operations, where success depends on aligning suppliers, buyers, regulatory requirements, and timelines across borders. This has given him a practical understanding of how to move people, assets, and resources efficiently, and how to keep multi-party projects on track when the details get complicated.
Paul is best known for his extensive network. Having spent his career in the D.C., Maryland, and Virginia (DMV) region, he has built strong relationships with state and local governments, their agencies and affiliated organizations, and the business communities that serve them. Combined with his private-sector and international contacts, that network allows him to connect PSE’s clients and teaming partners with the right people and capabilities at the right time.
Yeong Tae Pak is the President/CEO of YT GLOBAL LLC. Highly respected senior executive with extensive experience in government relations, strategic relationship building, and international advocacy. A recognized expert in the defense and commercial aerospace industries with an unparalleled track record of leading multi-billion dollars contacts, navigating complex policy environment and forging partnership across public and private sectors.
As the Asia Pacific’s Global Sales and Business Development Senior Regional Director/Vice President for AeroVironment (AV), Pak was responsible for strategic planning and management of new business in the region and represented AV with customer and partner representatives based in Seoul, Korea.
Before joining AeroVironment in Aug 2023, he worked as the Regional Director for the Boeing Company for the last 10 years, helping to successfully conclude sales of UAVs, Apache, P8 Poseidon, KC 46 tankers, and F15 fighters in Asia Pacific region worth multi-billion dollars. He also served in the military for 30 years, culminating as a U.S. Army Colonel. Upon graduating from the United States Military Academy at West Point in 1983, he entered military service as a Second Lieutenant. Pak served in various command and staff positions, from battery to brigade.
Pak was the Director of Operations, Policy, and Liaison in the Joint United States Military Affairs Group-Korea (JUSMAG-K), where he assisted in the successful multibillion-dollar sale of F-15Ks to Korea. He also served as the Deputy J5 Political-Military Officer, United States Forces Korea, where he helped to negotiate multibillion-dollar plans to realign U.S. forces in Korea. Pak also served as the Pentagon’s G-3/5/7, Strategy, Plans, and Policy lead for the 2006 Quadrennial Defense Review. Subsequently, he was the Associate Director in the Defense Language Office of the Secretary of Defense, where he helped write the overall DOD policy on the Foreign Area Officer Program. Pak also was division chief for Army Current Operations and Contingency Plans in Washington, D.C., where he managed all Army operations around the globe, including the rotation of troops into Iraq/Afghanistan.
After the Pentagon, Pak was the Senior Defense Official/Defense and Army Attaché in Kuala Lumpur, Malaysia. His final assignment was at the Asia-Pacific Center for Security Studies in Hawaii as the Academic Chief of Staff/Senior Military Professor and later the Chief of the Executive Operations Group.
Pak’s awards and decorations include the Defense Superior Service Medal, Defense Meritorious Service Medal with three Oak Leaf Clusters, Army Meritorious Service Medal with four Oak Leaf Clusters, Army Commendation Medal, Army
Achievement Medal, National Defense Medal, and both Airborne and Ranger badges. He was also awarded the Malaysian Armed Forces Warrior Medal, the first time a U.S.
Defense Attaché had received this prestigious award.
His education includes the Japanese Command and General Staff College and the Senior Service College, as well as the Korean Institute for Defense Analyses Fellowship. He is also a United States Joint Forces Staff College graduate and Massachusetts Institute of Technology (MIT) Seminar XXI. He holds a Bachelor of Science (BS) degree in engineering from West Point, a Master of International Relations (MA) degree in Asian languages and culture from the University of Kansas, and a Master of Science Management (MSM) from Troy State University. He also has a Doctorate (EdD) in Organizational Change & Leadership from the University of Southern California and is fluent in multiple languages, including Korean and Japanese.
